Sub Teacher Information
First-time substitute teachers must provide the following:
- A completed application (Form 41-4) for a substitute permit or application for a California teaching credential/permit
- Evidence of having passed a TB test within the last year
- Evidence of having passed a physical exam, using the form provided in the sub packet
- Fingerprint clearance for NCOE and the California Commission on Teacher Credentialing (CCTC).
- An original transcript or diploma verifying your baccalaureate degree (transcript needed if you are applying for the prospective teacher permit)
- Original CBEST card with passing scores or verification of other approved Basic Skills Test . Not needed if you hold a Child Development Permit, CBEST waiver, or valid credential
- Identification, such as a social security card and driver's license/birth certificate or a passport
- Correct email address when using credit card payment or cashier’s check or money order made out to CCTC for required fee
- Complete all forms and requirements of the substitute teaching packet.
All substitute teachers must provide the following:

Call Ellen Sitter, Credentials Analyst at (707) 253-6825 for a processing appointment and orientation, when you have completed all the substitute teaching paperwork, including the fingerprint Live Scan form. Print the "Substitute Teaching In Napa County" booklet and the "Substitute Teacher's Activity" booklet. If you plan to substitute in Special Education, print the "Special Education Handbook.' Bring these booklets with you for your processing and orientation appointment. These booklets can be found under the Resources section.
The Napa County Office of Education maintains the substitute list for all six districts in Napa County. They are Calistoga Joint Unified School District, Howell Mountain School District, Napa County Office of Education, Napa Valley Unified School District, Pope Valley Union School District, and St. Helena Unified School District. However, each district will pay the substitute individually. Therefore, the substitute is required to complete a monthly time sheet for reimbursement of services to each district. There is a constant need for Substitute Teachers and recruitment is ongoing.

- You must call in, 855.800.6833 (toll free), to complete your registration.
The registration process only takes a couple minutes and consists of voicing your name. Once you are 'voiced' you will never need to register again.
